Requirement Details:

Libraries complete ALA/FSU survey and advocacy training – November 30, 2008

 

  • PLA “Turning the Page” Advocacy Symposium
    The training is designed to equip librarians and library supporters with the skills, confidence, and resources they need to create community partnerships, build alliances with local and regional decision makers, and ultimately increase funding for their libraries. The in-person training will be strongly recommended for all participating libraries, but those who are unable to attend in-person may choose to participate in an online training. All travel and lodging costs will be covered for grantees; each eligible system can send up to three participants. For those systems sending three people, at least one must be a community partner such as a member of the board of trustees or other influential community member who can speak on behalf of libraries.
    ACTION ITEM:  There are two regional programs (NH/Maine to be held in Portland, Maine – RI/CT/MA to be held in Danvers, MA). Both programs are in September 2008.  Registration regarding the symposium will be sent to the attention of the library director.  Please pay close attention to this information.  Additional information is at www.sustaininglibraries.org
  • ALA/FSU Survey Internet and Public Funding Survey
    This is an online survey to be completed by qualified library personnel used to help develop a better understanding of technology funding challenges and opportunities.
    ACTION ITEM: Libraries will be notified when the survey is available.  More information about the project can be found at www.ala.org/plinternetfunding.

Phase I match commitment completed and documented – March 30, 2009

Before funds are disbursed to the library a “proof of match” must be documented and submitted to NELINET. 

Acceptable sources of the matching funds:

  • New monies derived from successful local and/or state advocacy efforts allocated to the technology line item in library budgets
  • Existing library technology budget funds generated from previous, successful advocacy efforts at the local and/or state level
  • Nongovernmental donations or grants (e.g., private donors, community foundation grants, local business sponsors)
  • Monies derived from fundraising efforts (e.g., book sales, library fundraisers, etc)
  • Reminder: A library cannot use the Bill & Melinda Gates Foundation grant dollars to replace existing funds (supplant) previously committed to a library technology budget.

 

ACTION ITEM: NELINET will provide a form for the library to complete which serves as the match verification.  This form will include:

  • Amount of funding commitment
  • Source of commitment including name, affiliation, and contact information for the committing organization and/or person
  • Two signatures from personnel who are authorized to make financial commitments on behalf of the institution. (Library Director, Board Chairman, etc)
  • Date of commitment and when funds will be disbursed
  • Library for which the funding commitment is intended
  • A statement that ensures the committed dollars will not supplant local funds already dedicated for the library or computer workstations

Phase I sub-grants disbursed by intermediary – May 1, 2009

Upon successful completion of the match verification documents, NELINET will disburse Phase I funds to participating libraries.  No funds will be disbursed before the May 1st date.

 

Computers installed by libraries and Tech Atlas inventories complete – September 30, 2009

Once funds are disbursed, the library can purchase computer equipment based on the allocated amount stipulated by the grant.  Unlike previous Gates Foundation grants, libraries can purchase equipment from wherever they deem appropriate.  NELINET will also have an optional computer purchase program available to those libraries that are interested. 

 

Once installed, libraries are required to run the Tech Atlas inventory program to insure that they have purchased the number of PAC computers that the grant has stipulated.  NELINET will be working with all libraries to insure that this process runs smoothly.
